A Safe Work Method Statement (SWMS) is a document required under the WHS Regulations for any construction work classified as High Risk Construction Work (HRCW). It sets out the hazards, the controls, and the person responsible before the job starts. There are 18 HRCW categories under cl.291 — working at heights above two metres, tilt-up work, powered mobile plant, work near live electrical, confined spaces, and so on.
The Person Conducting a Business or Undertaking (PCBU) doing the high-risk work is responsible for preparing the SWMS. In practice that's the subcontractor on the tools — the electrician chasing walls, the roofer on a two-storey pitch, the concreter running a tilt-up. The principal contractor is entitled to see it before you start.
